In addition, inspection planning and engineering analysis is focused on variation reduction, thereby improving productivity, in‑process yield and efficiency of fabrication activities. It is within the following overall framework that the incumbent functions:

Contract Compliance:

Before a contract is awarded, the Quality Engineer will prepare quality assurance proposals and related cost estimates. At this time the Quality Engineer will examine the contractual requirements, determine compliance or if exceptions will be taken, and plan for the flow-down of these requirements internal and external. Upon contract award, the Quality Engineer will participate in design reviews and makes input to the design process based upon contractual knowledge, knowledge of statistical methods, knowledge of computer software development and controls, knowledge of manufacturing, assembly, measurement, and test processes. The Quality engineer uses his experience in related development and production to integrate the lessons learned into the new design.

Through the development phase of the program, the Quality Engineer is responsible for a variety of activities including statistical experimentation, coordination with Reliability Engineering and Customers regarding qualification issues, conformity inspections, and final reporting. Through lessons learned in the development and qualification phase, the Quality Engineer prepares for the production phase of the program by conducting quality engineering studies, recommending design changes, and optimizing production fabrication techniques. Activities include; Failure analysis, material review, customer & government interface, audit support, configuration control, traceability, and contamination control.

Inspection Planning:

The Quality Engineer must draw upon their knowledge of statistical methods and fabrication processes to develop inspection plans for receiving inspection, manufacturing operations, assembly & test processes, and final inspection for programs in the development or production phases. Since these inspection operations are performed by production personnel, the Quality Engineer must use creative approaches to assure inspection plans are optimum in terms of providing the maximum protection with the least expenditure of manpower. The Quality Engineer must integrate these inspection plans into receiving inspection instructions, manufacturing operation sheets, A&T worksheets, and other documentation.

The inspection plans available to the Quality Engineer include 100% inspection, sampling inspection, no inspection, and Statistical Process Control. These plans can only be properly applied when the Quality Engineer has mastery of Process Capability, Statistical Theory, Reliability Data including FMEA, Fault Trees, and warranty data, Historical Problems including development and qualification test data, and Functional Product Knowledge. Properly applied inspection plans will minimize product variation and fabrication time thereby reducing operating costs.

Project Engineering:

The Quality Engineer performs varied technical tasks requiring the creative application of engineering concepts, statistical methods, and Quality Technology. He/ She works on non-routine problems such as product improvement studies, process improvement studies and development of new systems & procedures which are broad in scope and impact the company across divisional boundaries.

Frequent personal contact with Customer, Government, Regulatory Agency, and Major Subcontractor Representatives require critical interpersonal skills, writing skills, tact, and persuasiveness. The incumbent must be capable of conversing with the customer regarding all aspects of program quality requirements.

The Quality Engineer should be self-motivated and have the ability to follow through on assignments with limited supervision. He/ She should have the ability to work on several assignments and programs concurrently under stress without confusion.

Project Engineering: The Quality Engineer performs varied technical tasks which are non-routine such as product improvement studies, process improvement studies, and development of new systems & procedures. These studies require the use of analysis techniques such as SPC, regression, statistics, and Design of Experiments.

Training: Train and educate functional groups in the areas of Statistical Process Control, Gauge Variation, Designed Experiments, and Program specific contractual quality requirements.

Program Support: Provide technical assistance to Manufacturing, A & T, Vendors, Customers, and other Engineering disciplines in the resolution of fabrication, and field related problems. This support typically requires the application of a creative approach to problem solving.
